The International Olympic Committee (IOC) has fully withdrawn its previous recommendations restricting the participation of Russian athletes in international competitions. In addition, the organization's Executive Board has officially lifted the suspension of the Russian Olympic Committee (ROC), which had been in effect since October 2023.
Federations free to decide, national symbols may return
The IOC's move means there are no longer any overarching recommendations or blanket restrictions regarding Russian athletes. From now on, each international sports federation will independently decide whether to allow Russian athletes to compete and under what conditions.
As a result, Russian athletes may once again be able to compete under their national symbols, while Russia could also host international tournaments with the approval of the relevant international federations.
The IOC said the decision was driven by the start of the qualification process for the 2028 Summer Olympics in Los Angeles, stressing the need to ensure "equal access" to qualification events for all athletes without exception. However, the committee noted that a separate decision on whether Russian athletes will be allowed to use their flag, anthem, and national colors at the Olympic Games themselves will be made later, "at the appropriate time."
Behind-the-scenes compromise
The temporary restoration of the ROC's status followed a legal review of its structure. The IOC's Legal Affairs Commission concluded that the Russian side had met its key requirement by removing from the ROC all regional sports organizations located in the temporarily occupied territories of Ukraine that fall under the jurisdiction of the National Olympic Committee of Ukraine. Russia also provided documentary assurances that it is not conducting and does not intend to conduct any activities in those territories.
Despite the significant easing of restrictions, several measures remain in force:
- All Russian athletes must undergo enhanced, repeated anti-doping testing based on a risk assessment before returning to international competition.
- The IOC will not organize or hold any events under its own auspices in Russia.
- Russian government officials and state representatives will not be invited to IOC-organized Olympic events.
The IOC also emphasized that restoring the ROC's status does not mean oversight has ended. If the Russian Olympic Committee breaches its commitments or attempts to resume activities in Ukrainian territories, the IOC Executive Board reserves the right to swiftly reinstate strict sanctions.
