Yesterday, July 16, Russian forces attacked Kupiansk in the Kharkiv region at least twice using FPV drones. The first strike hit an ambulance vehicle, and the second damaged a residential building, according to the Telegram channel of the Kharkiv Regional Prosecutor’s Office.

According to the investigation, at around 8:00 a.m. Kyiv time, Russian forces struck an emergency ambulance vehicle with an FPV drone.

“The vehicle was damaged. Two medical workers, a 53-year-old man and a 59-year-old man, were injured. They refused hospitalization,” the report states.

Additionally, at around 1:25 p.m., the city was attacked by another FPV drone. The strike damaged a residential building. It is also reported that a 53-year-old man sustained an explosive injury.

"Under the procedural guidance of the Kupiansk District Prosecutor’s Office of Kharkiv region, pre-trial investigations have been launched into alleged war crimes (Part 1, Article 438 of the Criminal Code of Ukraine)," the prosecutor’s office concluded.

Attacks on Kupiansk

Russian forces regularly shell the city of Kupiansk using drones, aerial bombs, artillery, and multiple launch rocket systems.

As a result, the city has suffered extensive destruction. At the end of May, Andrii Besedin, head of the Kupiansk District Military Administration, reported that Kupiansk is already 90% destroyed or damaged.

“They use these weapons directly on the central parts of the settlements, which poses a threat to ordinary residents who remain in Kupiansk despite everything. It poses an even greater threat to those people who ensure the vital functioning of our community,” he said.
