Turkish President Recep Tayyip Erdoğan may meet with Kremlin leader Vladimir Putin as early as today in Turkmenistan, according to CNN Turk.

On 11 and 12 December, Erdoğan is in Ashgabat to take part in the International Forum on Peace and Security. The event was organized to mark the 30th anniversary of Turkmenistan’s declaration of permanent neutrality.

“Our president … will visit Turkmenistan on 11–12 December 2025 to participate in the International Forum on Peace and Security, which will be dedicated to the 30th anniversary of Turkmenistan’s permanent neutrality and the UN General Assembly’s proclamation of 2025 as the International Year of Peace and Security,” said Communications Director Burhanettin Duran.

On Thursday, the Kremlin also made a statement, saying that Putin intends to meet with Erdoğan in Turkmenistan.

CNN notes that the last meeting between Putin and Erdoğan took place in early September in China, on the sidelines of the Shanghai Cooperation Organisation (SCO) summit.

Türkiye facilitates peace in Ukraine

The details of the meeting between Erdoğan and Putin are still unknown. However, every such contact inevitably touches on the topic of the war in Ukraine.

In particular, on November 24, the Turkish and Russian leaders held a phone call during which they discussed ways to end the war in Ukraine. It is unclear whether they talked about restoring the grain corridor.

In late spring and summer of 2025, three rounds of negotiations took place between Ukraine and Russia. They produced progress on the issue of prisoner exchanges and humanitarian matters, but it did not lead to a ceasefire.

The US has now presented Ukraine with a new plan to end the war. The initial document consisted of 28 points and was clearly in Russia’s favor, which is why it has been revised for several weeks.

According to the latest information, the plan now contains 20 points, and Ukraine, the US, and Europe are discussing three key initiatives: a framework document, a security guarantees agreement, and a document defining the principles of post-war reconstruction.

The most difficult issue is territory, as the US is demanding that Ukraine withdraw from Donbas, while Kyiv rejects such proposals.

Notably, Turkish Foreign Minister Hakan Fidan has urged Europe to help Ukraine make a difficult decision. He also added that Türkiye is ready to host both sides for negotiations.
