The new law on mobilization allows Ukrainian men abroad to update their data in electronic cabinets. However, they will not receive draft notices, according to a member of the Committee of the Verkhovna Rada on National Security, Defense, and Intelligence, Fedir Venislavskyi.

"At the moment, there is no mechanism for how to do this," he said in response to a question about draft notices.

In addition, the committee preliminarily rejected the provision to prohibit the provision of consular services to men abroad if they do not have military registration documents.

However, such individuals are given the opportunity to obtain the relevant military registration document or clarify their data through means of communication or through an electronic cabinet, explained the deputy.

"We have left the possibility for individuals living outside of Ukraine to use the electronic cabinet for remote data updates without entering the territory of Ukraine, as then there would be a problem with their departure," Venislavskyш said.

According to him, this could also apply to students studying abroad and men who moved abroad before the war.

Mobilization bill

At the end of January, the Ukrainian Cabinet of Ministers submitted a bill on mobilization to the Verkhovna Rada, proposing to change the procedure for its conduct.

Parliament has already adopted the bill in the first reading. The law could finally be adopted by the end of March.

Currently, the Committee of the Verkhovna Rada on National Security, Defense, and Intelligence is considering 4,000 amendments for the second reading.

Provisions regarding the restriction of constitutional rights and freedoms were the most controversial. The restriction on the right to drive vehicles was supported, while the freeze on bank accounts was rejected.

Electronic draft notices did not find support in the committee. At the same time, the option to register in an electronic cabinet remains a right, not an obligation.
