Its main goal is to make China the international benchmark for quantum measurement standards and ensure complete technological independence from the West.
Beijing aims to cover the entire development cycle - from fundamental laboratory research to mass industrial production.
One example of Chinese achievements is the development of miniature optical frequency combs, which allow measuring light frequency with unprecedented accuracy.
US restrictions on the export of advanced semiconductors have only strengthened China's drive for autonomy.
In response, Beijing has tightened control over the export of rare earth metals, which are essential for creating high-tech electronics.
The US also recognizes the risks and has already included quantum metrology in the CHIPS for America national microelectronics development program.
The results of the technological race between the US and China will set standards for many industries - from defense, 6G communications, and satellite monitoring to electric vehicle battery production.
