Cabinet shake-up ahead? Zelenskyy calls for clear conclusions on every minister

All ministers need to be evaluated for their ability to meet the challenges posed by winter and the ongoing war, said President Volodymyr Zelenskyy in his evening address.
According to Zelenskyy, he expects Prime Minister Yulia Svyrydenko, together with members of Parliament, to ensure three things for Ukraine in a spirit of dialogue and unity.
The first is the adoption of the 2026 budget. This concerns the state's ability to defend itself, provide security, deliver all social payments, and maintain necessary resilience.
Zelenskyy also noted that he expects nominations for the ministers of energy and justice.
"Current ministers must be evaluated to make clear conclusions about whether the current officials are meeting the challenges of this winter and this war," he added.
The President also said he spoke with the Security Service of Ukraine (SBU) to conduct their own analysis of the law enforcement system and regional situation.
"Reports will be submitted soon, followed by my conclusions and decisions. There is too much negativity coming from the regions. We agreed that the Security Service would provide me with information quickly," he clarified.
Summer Cabinet reshuffle
The last reshuffle of Ukraine's Cabinet of Ministers took place only recently — on July 17, the Parliament approved the new government under Prime Minister Yulia Svyrydenko.
Since then, the Parliament has dismissed two ministers — Energy Minister Svitlana Hrynchuk and Justice Minister Herman Halushchenko.
These personnel decisions were made because Halushchenko and Hrynchuk were implicated in the so-called Mindich tapes.
New ministers of energy and justice have not yet been appointed.
