Ukrainian President Volodymyr Zelenskyy today, December 8, signed four Eurointegration laws, according to the website of the Verkhovna Rada of Ukraine.

These laws are:

  • 10203-1 - increasing the staff of the National Anti-Corruption Bureau (NABU) by 300 people

  • 10262 - granting the National Agency for the Prevention of Corruption (NAPC) the authority to check property acquired before public service

  • 10288-1 - regarding the consideration of the expert assessment of the Council of Europe and its bodies on the rights of national minorities (communities) in certain areas

  • 10060 - on the independence of the Specialized Anti-Corruption Prosecutor's Office (SAP)

In the second reading, 332 deputies voted in favor of increasing the staff of NABU by 300 people, 308 deputies supported the ability of the National Agency for the Prevention of Corruption to check the property of officials acquired before taking office, and 317 deputies supported the document on national minorities.

It is worth noting that in mid-September, the government adopted a bill to strengthen the independence of the Specialized Anti-Corruption Prosecutor's Office, which will help achieve greater progress in combating corruption.

According to Prime Minister Denys Shmygal, this is "one of the structural beacons of the cooperation program with the IMF" and part of the government's course towards systematic anti-corruption efforts.

The law, in particular, provides for:

  • Granting the SAP the status of a public law entity

  • Defining the powers of the head of the SAP with the status of the Deputy Prosecutor General

  • Determining the staff, structure, and organization of the SAP

  • Establishing a mechanism for accountability and audit with the participation of international experts

  • Regulating the procedure for competitive selection of prosecutors
