Zelenskyy imposed new sanctions on Russians: Kadyrov's associates are among them
Ukrainian President Volodymyr Zelenskyy has signed a decree to enforce today's decision of the National Security and Defense Council regarding the imposition of sanctions on individuals and companies from Russia. Among them are associates of Chechen leader Ramzan Kadyrov, according to the relevant decree No. 813/2023 from the head of state, published on the president's website.
As stated in the official online representation of the head of state, Zelenskyy enacted the decision of the NSDC dated December 7 "On the application and amendment of personal special economic and other restrictive measures (sanctions)."
The control over the implementation of the decision, brought into force by the decree, is entrusted to the Secretary of the National Security and Defense Council of Ukraine, Oleksiy Danilov.
This decree takes effect from the date of publication. The President's Office has published an addition specifying individuals and legal entities that have come under sanctions.
Restrictions are imposed on 185 foreigners, mostly Russian citizens. The list also includes 181 companies registered in the territory of Russia.
Among the individuals are Apti Alaudinov and Ramzan Tsitsulaev, who are associates of Chechen leader Kadyrov.
Recall that Alaudinov is a major general of the Russian National Guard, an assistant to Kadyrov for interaction with law enforcement agencies, and the commander of the special unit Akhmat. Tsitsulaev was an employee of the Russian Ministry of Internal Affairs Institute and the "plenipotentiary representative of the head of Chechnya in Ukraine."
In addition, the list includes the Deputy Prime Minister of Tatarstan Midkhat Shagiyakhmetov, the CEO of the "Ulyanovsk Automobile Plant" Adil Shirinov, and dozens of individuals associated with the supply of electronic components for the Russian defense industry, as well as leaders and co-founders of enterprises related to defense and the military-industrial complex of the aggressor country.

Restrictions include freezing assets, restrictions on trade operations, transit of resources, flights, and transportation through the territory of Ukraine, prevention of capital outflow beyond Ukraine, cancellation or suspension of licenses, and a ban on participation in privatization/leasing, prohibition on the transfer of technologies, and more.
Sanction packages of Ukraine
On November 23, Ukrainian President Volodymyr Zelenskyy implemented the decision of the National Security and Defense Council of Ukraine "On the application of personal special economic and other restrictive measures" on sanctions against 147 citizens of the Russian Federation and other states associated with Russia.
In the first sanctions list, 60 individuals were included - citizens of Russia, Ukraine, Cyprus, Belarus, Germany, Uzbekistan, Austria, and the United Kingdom. Restrictions against them are imposed for 10 years.
In the second sanctions list, 87 individuals were included - citizens of Russia. Sanctions provide for freezing assets, deprivation of state awards, revocation of licenses, a ban on transit and trade operations on the territory of Ukraine, capital outflow abroad, privatization, and land purchase.
On November 18, Ukraine imposed sanctions against individuals and legal entities supporting Russia.
