US considers reducing troops in Europe amid threat of Russian aggression, media report

The US is considering a plan for a major reduction in its military presence in Europe, which could involve withdrawing tens of thousands of troops, as well as aircraft, ships and weapons, according to NBC News.
According to seven current and former US and Western officials, the Pentagon is considering withdrawing about one-third of the US contingent, or 25,000 personnel. At the same time, some sources say the reduction could be even larger and affect half of the forces, or up to 40,000 service members.
European capitals and US lawmakers from both parties have expressed deep concern over the plans. They fear that withdrawing troops could embolden Russia and weaken deterrence against its aggression.
Which countries would be affected
The cuts could primarily affect Germany, Italy and Spain, where most US forces are stationed. Leaders of all three countries have previously clashed with US President Donald Trump over the war in Iran.
In the US Congress, the Pentagon's plan has already drawn strong criticism.
"A 25,000-troop cut is not acceptable in any way. You can’t do Russian deterrence on the cheap," one Republican representative said.
Decision-making process and timeline
The decision on the US military presence is being made as part of a six-month review of forces in Europe that the Pentagon announced in June. A senior US Defense Department official explained that the review is intended to "ensure our posture aligns with President Trump’s commonsense, America First strategy'".
US Air Force General Alexus Grynkewich, head of US European Command and NATO's Supreme Allied Commander Europe, is due to submit his analysis to Defense Secretary Pete Hegseth today, September 18.
The analysis will outline four possible courses of action, including reductions in ground, air and naval forces or the redeployment of some units to NATO's eastern flank.
Hegseth is expected to receive the final recommendations on November 6 and present them to the US president. No final decisions have been made yet.
Germany is preparing for a scenario in which it may have to join other NATO countries in responding militarily to Russia. The country is currently assessing the condition of its healthcare system.
In addition, Polish Prime Minister Donald Tusk urgently convened ministers along with government, military and intelligence officials following Russian strikes near the Polish border.
He warned that the coming months would be a period of intense Russian activity and suggested that the escalation could also affect Polish territory.
