According to US Secret Service Deputy Director Matt Quinn, law enforcement received information about a suspicious armed man in the White House area. After that, plainclothes agents arrived on the scene and began observing him without drawing attention.
Additional forces were later brought in. When law enforcement decided to approach the man to make an arrest, the situation escalated sharply — he drew a weapon and opened fire.
