This is the 12th time the Verkhovna Rada has decided to extend this legal regime in the country. It will be extended from August 12 for another 90 days, specifically until November 9.
The relevant documents now need to be signed by the head of state.
Martial law
Martial law is a special legal regime introduced in Ukraine or certain areas in case of armed aggression or threat of attack, danger to the state independence of Ukraine, or its territorial integrity.
It provides the relevant state authorities, military command, military administrations, and local self-government bodies with the powers necessary to avert threats, repel armed aggression, and ensure national security, as well as to temporarily, due to the threat, restrict constitutional rights and freedoms of individuals and citizens, and the rights and legitimate interests of legal entities, specifying the duration of these restrictions.
It should be noted that martial law does not equal a declaration of war. The latter, according to international law, involves an appeal to one's people or the government of an opposing state, the international community, etc.
General mobilization
General mobilization is an operational mechanism for replenishing the ranks of the Armed Forces, conducted simultaneously throughout Ukraine. It involves all state authorities, other state bodies, local self-government bodies, the Armed Forces of Ukraine, other military formations, civil defense bodies and forces, sectors of the national economy, state and private enterprises, institutions, and organizations.
Under general mobilization, Ukrainian citizens (mostly men) capable of performing their military duty are called up. Recruits first undergo professional training in training centers, after which they are assigned to various units for service.
On May 18, 2024, a comprehensive mobilization law came into effect in Ukraine. Among other things, it required updates to the military registration data of conscripts and reservists aged 18 to 60, including phone numbers, actual residence addresses, and email addresses. Citizens were required to comply by July 16. After that, violators may face fines and could receive summonses by mail.
