An agreement on the creation of the State of New Caledonia has been signed in France, according to the French government’s press service.

New Caledonia will gain autonomy but will not receive full independence from France.

The agreement was signed by representatives of the central French government and political parties from the region. Before it comes into effect, it must be approved by the French parliament and through a referendum in New Caledonia.

"The State of New Caledonia within the Republic: this is a commitment to trust. It is time for respect, stability, and the uniting of good will to build a shared future," French President Emmanuel Macron wrote on social media platform X.

It is expected that in 2026, New Caledonia’s fundamental law will be adopted, defining the principles of governance on the island, whose residents will be allowed to hold dual citizenship.

The draft states that New Caledonia will maintain diplomatic relations in accordance with international obligations and France’s core interests, including security and defense.

What preceded this

In May 2024, large-scale unrest erupted in New Caledonia due to France’s initiative to reform the electoral system. The Kanaks, the indigenous population, argued that such a measure would block their aspirations for independence.

Citizenship law in France

New rules for those seeking French citizenship will take effect in January 2026.

According to the document, citizenship applicants will be required to pass a French language exam, complete a civics test, and demonstrate knowledge of France’s history and values.
